In this selection we can read Dilgo Khyentse's explanation:
"The text open s with the homage:
Na-mo Lo-ke-shva-ra-ya
This Sanskrit phrase means,
"I pay homage to the Paramont Sovereign of the Universe,"
referring to the great Bo-dhi-sat-tva
A-va-lo-ki-te-shva-ra or Chen-re-zig.
Chen-re-zig's universal compassion embraces all beings,
from commoners to kings,
from Shra-va-kas and Prat-ye-ka-bud-dhas to
all the Bo-dhi-sat-tvas of the ten levels.
Chen-re-zig embodies the
great compassion inseparable from
the vast expance of the Buddha's mind.
Compassion takes such a central position in
the Buddha's teaching because
it is from compassion that all the
vastness and profundity of
the Bo-dhi-sat-tva path arises;
compassion is the awakened heart itself.
In his relative aspect, Chen-re-zig appears in
the universe, for the sake of all beings, in
the form of a Great Bo-dhi-sat-tva of
the tenth level, a heart-son of all the Buddhas.
In his absolute aspect, he
is the very ground from which emanate all
the Buddas and their celestial Buddha-fields {pure-lands} and
also all the universal monarchs of this Kal-pa {age}.
He is therefore known as
the Paramount Sovereign of the Universe,
meaning that he is NOT just a
king in the ordinary sense, but the Lord of
the Dharma, the sovereign of wisdom and compassion,
completely free from the three worlds of Sam-sa-ra,
forever beyond the reach of
birth, old age, sickness and death.
To meet all the needs of beings he
manifests in countless forms,
from world rulers to
ordinary people and animals.
He examplifies perfect liberation dedicated to
the welfare of all. "

In today's selection the Dalai Lama quotes Shan-ti-de-va:
"Now when we have abiltiy and
have met with the teachings, we
should engage in spiritual practice."
